Not every documentation department needs a content management system. It may be that the required (multilingual) information products can also be created efficiently and in high quality using Word, Funktionsdesign®, professional terminology management and a good editorial guideline (with a detailed section on technical writing with translation and localization in mind). To find this out, various analyses are required, at the end of which it is determined whether a content management system makes sense for you.
